Caller: I don't know

This person phoned today at 11.22am. I answered it and this person said that my phone about to go out of service and press this number to speak to someone in English and that number to speak to someone in Chinese. I didn't press any number, but when the call ended. Something weird happened to my internet browser for a bit e.g. the internet browser wouldn't let me search.
